A PNG is the right choice only when the code ships at a fixed pixel size (screens, email, small print at 300 DPI or more — see the printing guide for the DPI rules).

As long as the structure is intact — finder patterns, timing, quiet zone, high contrast — yes. Avoid stylizing module shapes, removing the quiet zone or inverting to light-on-dark; those are the edits that break scanning.
